A privacy-conscious approach

Cisel Video Cutter
Keep the useful passages and export a new MP4. Your original remains intact.
Open a local video, choose the passages to retain, preview the edit and export a new file.
Cisel opens MP4, M4V, MOV, MKV, WebM, AVI, WMV, MPG, MPEG, TS and 3GP containers when Windows can decode their tracks. Compatibility depends on the codec and profile. Precise and Fast modes export an MP4 and may re-encode the video.
Free full one-day trial through Microsoft Store, then a one-time purchase: €1 in France, with Microsoft showing the local currency price elsewhere. No subscription or automatic charge. Access to app features stops when the trial expires unless you choose to buy.
